City Plan – Adelaide 2036

The City Plan outlines the City of Adelaide’s spatial plan for the sustainable growth and development of our city. It provides an urban design framework to guide planning within the City of Adelaide, working towards Council’s target population of 50,000 residents by 2036.​

Building on existing plans and commitments, City Plan – Adelaide 2036 will promote city growth that is centred around the needs of its people, now and into the future.​

​The City Plan has been developed through a four-stage process involving extensive research and community collaboration. This approach has helped us understand how we want to live, work, learn, play, and connect in our capital city in the future.​

​We would like to hear your feedback on the draft City Plan including the focus areas and strategies to realise the city’s full potential.​

Background

City Plan – Adelaide 2036 will be a guide for sustainable growth and development in the City of Adelaide. It will be part of the City of Adelaide’s suite of Strategic Management Plans, as outlined in the Strategic Plan 2024-2028.​

The draft City Plan is informed by city wide spatial analysis developed and distilled from over 400 datasets. The datasets have been used to develop metrics to analyse and measure interventions, outcomes, and progress. These metrics will be used to assess, track and monitor outcomes and growth across the city.​

Input from the community has also shaped the priorities and strategies outlined in the draft City Plan, including the City Plan Studio in September 2023, Adelaide online engagement in April 2024, and local area focus groups, April 2024. ​

The City Plan is the City of Adelaide’s spatial plan for sustainable growth and development of our city. It supports the Council’s target to achieve a resident population of 50,000 by 2036. In doing so, the City Plan seeks to respect our past, build resilience for future growth, and create a city that welcomes all people.​

TheCity Plan will be a guide:​

  • For sustainable growth and development of the city​
  • To inform future decisions about infrastructure and development.

The City Plan provides a framework to guide growth and influence how we all experience the city into the next decade. It will help us drive economic vitality, prioritise social wellbeing, manage environmental sustainability and deal with potential challenges quickly and easily to create a sense of community and connectedness.​

Building on existing plans and commitments, the City Plan will promote city growth that is centred around the needs of its people, now and into the future.​

The City Plan will help current and future residents, businesses and investors feel confident about investing in our growing city.

You may have provided feedback in the past through the City Residents Surveys (2021 and 2024), the City User Profile or more recently on City of Adelaide Strategies and Plans, such as the recent City of Adelaide Housing Strategy, Economic Development Strategy, and the Disability Access and Inclusion Plan. We have used feedback from previous engagements to develop the City Plan.​

This engagement is being held to give the public an opportunity to comment on the draft City Plan. ​

Tell us what you think of the priorities for sustainable growth, the Strategies, and the Local Area Framework, and provide your comments on the overall City Plan.​

The City Plan communicates how we foresee development to achieve a range of key objectives in support of our city’s growth. ​

To stimulate growth and investment, the City Plan identifies strategic place and sites including the city’s main street, where the City of Adelaide will invest in greening, technology, public realm, amenity and infrastructure to stimulate investment by others.​

The City Plan has also been developed as the City of Adelaide’s spatial response to the State Government’s Greater Adelaide Regional Plan.
